Cynthia Brown has been with North Oaks since November 2006 and currently serves as Director of Administrative Services. Cynthia is responsible for supervising the concierge services provided to residents and guests, and the day-to-day operations supporting Executive Director, Reuben Rosenfeld and the rest of North Oaks’ leadership team. Cynthia takes the lead for the business office and IT functions, while also providing administrative services to the North Oaks Residents Association. 

Cynthia attended both Catonsville Community College and the North Carolina College of Theology, earning a bachelor’s degree in Biblical Studies. Prior to joining the North Oaks team, Cynthia spent over a decade in the medical industry, holding Executive Assistant positions with both Symphony Health Services and Sheppard Pratt Health System.   

Libby Rodriguez is the Director of Sales and Marketing at North Oaks, a position she has held since August 2023. She previously served as Director of Community Life Services. 

Libby received her undergraduate degree in psychology from the University of Delaware, before earning her master’s degree in health care administration management from the University of Maryland Global Campus. While at the University of Delaware, Libby was a member of the International Honor Society in psychology, and she earned the Blue Hen Engaged Leader Scholarship. 

Prior to her time at North Oaks, Libby served as Community Resources Coordinator at Erickson Senior Living in Silver Spring, MD. She also previously held the role of Memory Care Coordinator with Jewish Community Services in Baltimore. 

Libby is passionate about assisting residents in finding new and creative ways to spend their time.

Chris Kiley has been with North Oaks since 2008. In his role as Director of Plant Operations, Chris manages all of the systems that provide a comfortable and safe environment for North Oaks residents. He oversees transportation services, security/valet and maintenance, ensuring that the systems function flawlessly and all of the residents needs are met. Additionally, Chris maintains the grounds and community areas, keeping them beautiful and immaculate.

Prior to joining North Oaks, Chris ran his own business – CK Repairs and Renovations – from 2002 to 2008. He held the role of Facilities and Environmental Services Director at Glen Meadows Retirement Community from 1997-2002, after serving as Building Manager at Bel Air Athletic Club from 1995-1997. 

A transplant from California, Chris holds numerous certifications relevant to his field of work, including an OSHA and Universal HVAC certification, as well as education related to waste water treatment, mold remediation, and underground fuel storage.

Jackie Spencer has been with North Oaks since 2008 and serves as the community’s Director of Environmental Services. Jackie oversees North Oaks’ weekly housekeeping and laundry services among other responsibilities. 

Prior to her time at North Oaks, Jackie was the Assistant Director of Environmental Services at Upper Chesapeake Medical Center from 2006-08. She has experience in the hotel and hospital industries, and served as Housekeeping Supervisor with the Regional Institute for Children and Adolescents (RICA) in Baltimore from 1999-2005. Additionally, Jackie has worked internationally at Air Force bases in Spain and Germany.

Diane Witles, RN, leads North Oaks’ Residential Health Services (RHS) team in her role as Nurse Navigator. Diane has been with North Oaks since the community opened 32 years ago. 

Under Diane’s leadership, RHS works with residents to keep them healthy and happy, monitoring their health status and helping residents achieve their highest quality of life and wellbeing. This includes maintaining residents’ medical history, providing nursing assistance seven days a week, transitional assistance through the continuum of care at North Oaks, referrals to supportive services, and continuity of care if a resident is admitted to a hospital. 

In addition to her 46 years of nursing experience with a focus in geriatric healthcare, Diane is certified as an Infection Preventionist. 

Diane is passionate about working with residents to help them maintain their independence while providing high quality care in a family atmosphere.

Lauren Plotkin joined North Oaks as Community Outreach Liaison in July 2023. Lauren develops and maintains relationships with various organizations and institutions in the community to bring awareness to North Oaks.

She has nearly 40 years of experience in the senior care services industry and has held various marketing and community outreach roles across Greater Baltimore.

Donna has more than 30 years of human resource and management experience. Donna is responsible for assuring that qualified and responsive staff are recruited and trained for the services they provide residents of North Oaks. Creating a supportive and high expectation environment for staff assures that resident expectations will be met.

Jenny Lopez joined the North Oaks team in November 2022. Jenny holds a bachelor’s degree in Health Administration from the University of Baltimore. In her early career she worked as an Optician and has been employed in long-term care since 2018. She obtained her administrator’s licensure in April 2022, and has previously served as the administrator at Chapel Hill Nursing & Rehabilitation Center in Randallstown, MD.

Jen Bigby started her position as Fitness Manager at North Oaks in January 2024.

Jen joined the North Oaks team after serving as Senior Fitness Specialist at the Blakehurst retirement community in Towson since September 2022. She specializes in fitness instruction with aging populations, with expertise in the areas of neurodegenerative disorders and injury rehab.

Jen earned her Certified Personal Trainer & Corrective Exercise Specialist certifications from the National Academy of Sports Medicine in 2016. Additionally, she runs her own personal training business, Spark Strength.

Tavon Rosber was named Director of Food and Beverage at North Oaks in March 2024.

Tavon brings a wealth of experience to North Oaks, with a proven track record of creating innovative dining experiences in senior living settings.

Most recently, he served as Co-Director of Dining Services at Springwell Senior Living. Tavon oversaw all aspects of dining services at Springwell, including healthy dining, employee motivation, standards compliance, inventory control, and customer service.

A graduate of Baltimore International College’s School of Culinary Arts, Tavon is a proponent of utilizing local, seasonal ingredients to provide a fresh, flavorful culinary experience.

In her role as Director of Community Life Services, Linda Burstyn is responsible for planning and implementing North Oaks' robust calendar of activities and programs.

She previously served as Resident Services Coordinator at Weinberg Village from 2006-2023.

Burstyn earned both her bachelor's and master's degrees from Towson University.
